Towards building new partnership with the people of Congo

Quick Impact Projects (QUIPS) programme, launched in MONUC in June 2001, is aimed at enhancing MONUC's efforts for peace building in the DRC. This programme is therefore intended to provide a flexible disbursement facility to support, at short notice and through small-scale quick-impact projects, activities designed to promote a sense of confidence and well being among Congolese people.

The economy of the Democratic Republic of Congo has been devastated by nearly five years of war, compounded by upheavals characterized by mutinies and lootings. This has not only caused destruction of production capacity of the country but has also aggravated the humanitarian situation creating extreme poverty and hardship for the majority of its citizens.

Building peace through QUIPS takes the form of concrete community projects, mainly implemented by NGOs, which bridge different ethnic groups in mutually beneficial undertakings that not only contribute to economic and social development, but also enhance confidence with one another - that is fundamental to peace.

Through 78 projects disseminated throughout the DRC territories, over 1,800,000 Congolese are beneficiaries; these projects are intended to support structures which are aimed at strengthening and solidifying peace in order to avoid a relapse into conflict.

Over the last two years the following areas were covered by QUIPS projects:

  • Education

  • Health

  • Environment

  • Agriculture

  • Public infrastructure rehabilitation

  • Seminar on human rights

  • Erosion control

  • Income generating activities

  • Support for vulnerable groups

QUIPS is therefore a complementary programme to the overall mission objective of MONUC -- to restore peace in the DRC.
