 Intro Minimize

Under the Government of Democratic Republic of Congo;s Stabilisation and Reconstruction Plan for Eastern DRC (STAREC), the Stabilisation and Recovery Funding Facility (SRFF) was established. The SRFF acts as a common fund management facility that:

  • provides a coherent strategic and collective international framework for supporting and complementing Government efforts to stabilise Eastern DRC, allocating and managing resources to this end;
  • ensures the international community is able to respond quickly and effectively to changes on the ground and address new priorities as they emerge;
  • strengthens the overall impact and effectiveness of international support to the Government by ensuring a collective approach and preventing duplication and fragmentation of efforts;
  • provides a higher degree of programmatic harmonisation and coherence than the approach to date, which has consisted of fragmented and stand-alone interventions at significant transaction costs for coordination.

Table of Actors Involved in Implementing and Coordinating DRC’s Response to Sexual Violence

National level
STAREC Steering Committee
Reviews progress, identifies priorities and strategic directions for stabilization efforts.
Chair: the Prime Minister.
Members: all relevant Government Ministries and the Office of the President. Representatives from UN agencies and key international partners
Kinshasa
 
Stabilization Funding Board (SFB)
Allocates program funds. It gives guidance on identifying and ranking the priorities by which funds are allocated. To learn more click here.
Minister of Gender and DSRSG RoL.
 
 
 
SFB Secretariat
Facilitates the submission of solid project proposals to the SFB, ensuring they are vetted by the sector specialists within the Technical Working Groups
 
 
 
Administrative Agent
Receives contributions from donors wishing to support the SRFF disbursing them to participating UN organizations and producing financial reporting.
 
 
 
Implementing Entities
UN organizations, NGOs, bilateral partners or state agencies whose programs are eligible for funding.
 
 
 
 
Comite Technique Violences Sexuelles/Equipe Technique
 
Coordinates the work of the 5 components and decides which projects will be submitted to the Stabilization Funding Board for funding. It is also part of the STAREC Technical Working Groups.
 
Chair: Minister of Gender (andMONUC SV UNIT, secretariat).
Members: Component coordinators, GoDRC, Dutch Embassy, other partners

1)     A WG on Impunity of the Comite Mixte de Justice created with the first meeting on the 16th of December.
2)     Prevention & Protection WG will fall within the pre-existing Protection Cluster
3)     Security Sector Reform: This WG already exists with Sexual Violence as a standing item on the agenda.
4)     Multi-sectoral assistance WG: First meeting on 9th December.
5)     Data & Mapping: First meeting on 15th December.

Working Groups
1)     Impunity: to be created

4)     Multi-sectoral assistance: Exist in each province in the East. These are to be coordinated by UNICEF.
5)     Data & Mapping: To be coordinated by UNFPA but meetings of Synergies Provinciales or Commissions Provinciales de Lutte contre les Violences Sexuelles already take place in several provinces.
 
 
 
Relationship with other coordination mechanisms:
 
Sous-Group Thematique pour la lutte contre les Violences Sexuelles
It has been agreed that the chairs of the Sous-Group Thematique are part of the Comite Technique Violences Sexuelles/Equipe Technique to ensure continuity and reporting from the transition coordination mechanisms of STAREC to the longer term implementation of the national policy on sexual violence.

 Selection Criteria Minimize

Priorities are defined by the working groups for the 5 pillars active in the provinces. They are then validated locally by the Joint Technical Committee (CTCs) and then nationally by the technical Working Group for the Protection of Civilians headed by the Minister for Gender.

 

Projects are selected according to these 8 principles:

 

 

Eligibility: To be eligible for funds allocated by the Stabilisation and Recovery Funding Facility for the DRC (SRFF), NGOs and State Agencies must: 

  • Demonstrate expertise on Gender and Sexual Based Violence.
  • Be familiar with and work within the framework of coordination on the response to sexual violence in place at the national and provincial level, and align their work with the National Strategy on Combating Gender Based Violence and the ISSSS. 
  • Be registered with the ASBL or accredited by a Ministry for State Affairs in DRC or another country.
  • Be signatories to an NGO Code of Conduct prohibiting exploitation and sexual abuse which has been widely shared with staff and partners.
  • NGOs and State Agencies should have passed a micro-evaluation of capacities conducted by UNDP (see Q&A for contact details). However if NGOs and State Agencies are already signed up to the Humanitarian Action Plan or have passed micro-evaluations for the Pooled Fund, they are immediately eligible.
  • Own a bank account in the DRC.
