Conflict Management and Community Reconciliation

Initiated in 2008, Civil Affairs has identified to date over 1026 major conflicts nationwide, excluding those conflicts resulting from armed groups, in our Conflict Management Database. This programme supports local authorities and communities, and the Government of DRC to map, identify and address the root causes of conflict through a conflict sensitive approach. This approach is essentially a strategic analysis of the situation and stakeholders, which also encapsulates principles of Do No Harm to help key stakeholders find long-term peace.


In order to ensure the sustainability of monitoring mechanisms, Civil Affairs continues to build the capacity of community leaders and representatives, facilitate the implementation and reinforcement of existing conflict resolution mechanisms, and install efficient early warning and early response systems and support for instantly addressing the identified conflict drivers. Civil Affairs will continue to enhance its capacity and geographical coverage in Equateur, Bandundu, Kasai oriental, Kasai occidental and Orientale provinces through building strategic partnerships with experts in conflict resolution, such as Search for Common Ground or UN HABITAT.
